An AI Planner is a compiler. It takes a problem that is defined according
to a language and then it computes a solution (which could be a program) if
one exists.
I don't think that an algorithm or sub-program generator that I am talking
about is the same kind of thing. And the purpose is different.  For
example, you might not need to explicitly write a the numerous algorithms
that your agi program might need if this idea is feasible and realizable.
There is one school of thought that believes that intelligent creatures are
dependent on numerous specialized reaction algorithms.  If this theory is
right then the algorithm generator might be useful for explaining how the
human being is able to specialize in areas in ways that other animals are
not.  (I am not suggesting that the human mind actually generates computer
algorithms- that would be silly).
