The same kind of argument that goes for inferences goes for interpreting a 
declarative statement as a procedure. Computer programs can easily be made to 
make inferences from syntheses formed between references to concepts (words and 
phrases in a text-based AGI program.)  Similarly, computer programs can easily 
be made to interpret declarative statements as procedures.  The problem is 
getting them to do these things intelligently. Only a small percentage of 
potential declarative to declarative inferences or declarative to procedural 
inferences are going to be useful.   And the same goes for procedural to 
declarative and procedural to procedural inferences.  (I figured a new way to 
look at something important by using an obvious turning-the-crank computational
