Sure: I don't think those folk are insinscere.  One of my models of the 
situation
is that the most paranoid are those most likely to start organisations aiming to
combat the percieved threat. The extreme views of the founders are then
explicable in terms of a self-selection effect.

I see a parallel with the survalist movement. There, 'preppers' defend against 
the
coming apocalypse - by stockpiling food, arms and other essentials. On average
the more extreme survalists are likely to lose their bets and waste their 
resources.
However there are still some worlds in which we are all descended from extreme
survalists. It actually helps to safeguard civilization to have a few extreme 
survalists
out there - even though most people would not rush to join them, and their risk
assessments often appear to be paranoid.
