Synchronic and Diachronic relations go back to the 1980's book Induction by 
Holland, Holyoak, Thagard, and Nisbett.
It's nothing new.  They used it in the context of Classifier Systems and 
Genetic Algorithms.
Everyone's doing it.  Jeff Hawkins calls it Spatial and Temporal Pooling, but 
its roots are very old.
