I only have a few moments, so I didn't have time to get beyond your first few para's. 

In case this helps, allow me to clarify:

AIXL doesn't seem to represent intelligence in design.  Rather, it is an exhaustive 
search algorithm which is capable of stumbling upon intelligence when given an 
inordinate amount of resources.  

Saying that AIXL is intelligent is similar, as far as I understand the design, to 
saying that the law of natural selection is intelligen.  Evolutionary processes on 
earth created intelligence, but I wouldn't say that they themselves are intelligent.
