This is not the right question to ask.

Even if I assume that the Novamente AGI design is workable, I *still*
don't know the answer to your question till Novamente is fully
implemented and tested and in the process of being taught...

The way to find out how much CPU processing is needed is to create a
viable AGI design, implement and test it, and start trying to teach
it... and then see how much CPU and memory you need to add to get it
smart enough.

Either that or, ignore practical AGI design and create a lot of new
math theory pertaining to the computational resource requirements of
complex combinations of heuristic algorithms.  My guess is that
creating this theory is a lot harder than creating an AGI and testing
its resource requirements directly.
