Although tangential, if anyone is sensing the discord of infinite
recursion in conflict with consistency running through this discussion,
I would like to offer my point that an agent's behavior (with respect to
its environment, of course) is absolutely consistent with the values
implicit in its structure.  Goals, on the other hand, can never achieve
consistency because they can be assessed only from a hypothetical
greater context.
