Does this PROVE that intelligence can ONLY be obtained by data based solutions?

Is it possible that a more code based solution than actually occurs in the 
human brain could be a practical solution to the AGI problem?

I see no evidence that suggests that "more code AND more data" can't create 
intelligence!
