I don't disagree with this statement, but I suspect that different QUANTITATIVE levels of insufficiency may lead to QUALITATIVELY different principles of intelligence... For the moment, however, it will be sufficient for us humans to understand the qualitative principles leading to human-level AGI. This is what I have tried to do in my own theoretical work.
