One of the steps in that direction is the Vehicle Infrastructure Integration (VII) project I spent some time working on. By 2014, all vehicles manufactured in the US should be capable of communication with each other and with "road side equipment" connected to a sophisticated network with several strategically located information centers in North America. There will be many types of encrypted messages, some just for cars, some for drivers, some just for central control, some specific to emergency vehicles, and much more (light control included). It's just a huge thing with great potential to improve safety on roads (including fully automated transportation). small-scale testing with a bunch of prototypes already goes on and auto-makers are heavily involved.
