For the immediate future I don't see these kinds of robots as being AGIs, although it's conceivable that further down the line they may be controlled or orchestrated by AGIs.
The idea of warfare being an orderly law abiding pursuit I think is a fantasy indulged by politicians and armchair generals. When you look at what happens during wars it's really the opposite of civilized or orderly behavior, and usually civilians are explicitly targeted.
