You may want to take a look at LOAN, an on-going project that applies
AGI technique (as in NARS) into semantic web.

One thing you can do is to browse the existing AGI related literature,
then directly contact the researchers of the projects that fit your
interest and education well, to see if they may accept you as a PhD
student.
