I suggest you just use the original trac distribution from edgewall.org.

The Fedora maintainer is working on an updated trac package for Fedora
11 and we'll change our code so that we don't require the test packages
anymore.

Which version exactly do you mean? 11.0? I'm running 11.5, on
Windows btw.

Probably you mixed up Fedora's version numbers with trac. I'm talking about Fedora 11, not trac 0.11.x.

For you the workaround is one of the following:
1. Do not use Fedora's RPM but use the source directly provided by
   edgewall.org
2. Get the src.rpm, modify the line in the spec file which says 'rm trac/test.py' and build your own rpm
3. Uncomment the line which imports/references trac.test/EnvironmentStub

When do you expect to release a new RC that addresses it? I'd rather
not downgrade Trac if possible.

We will probably publish something end of next week.
