In theory the actions appears if the current logged-in user has the right to create that specific ticket type. In particular we mapped to TEAM_MEMBER the CREATE_TASK and CREATE_BUG rights, to the SCRUM_MASTER the same and to the PRODUCT_OWNER the CREATE_REQUIREMENT and the CREATE_STORY. You can try to play around with these individual rights, but clearly something is not working in your installation, as these should be loaded by default. Have you checked that there is no error in the log file? If you put it in debug mode you will probably also see a line printing out the rights for the current logged in user... that would be helpful to detect the issues.
