Hm, we're chasing this bug for quite some time now. It is very hard to reproduce for us and it happens only to some users... A trac restart resolves the problem for some time.
The apparent problem is that the configuration is incomplete for some time. We still try to figure out why this can happen but probably it has something to do with concurrency...
If you have some context information when the problem appears, we're glad to hear them.
