Supporting a Trac instance that doesn't load trac.ticket.report would
seem to be a wise idea, as in the words of Trac's developers:

query module is a good replacement that provides more flexibility and
better usability. While there are certain reports that cannot yet be

    You can already completely replace the reports module by the query
module simply by disabling the former in trac.ini:

and report back what kind of features of reports you are missing, if

As such, with those of us newly arrived at Trac, it seems wise for us
to follow the suggestion in the end and start with the deprecated
module disabled.

My comments about the nav bar are based off my experience with TWiki,
where there's a wiki page named 'WebLeftBar' that is included into the
templates to form the navigation bar, giving the site owner full
customization over what is there. (There are already Trac plugins to
do page inclusion, so it's not a far leap to get to this.)  There's a
lot of good use cases in allowing a site owner to add custom links to
the nav bar.

Possibly a story or three for Agilo development here for 1.1 or later?
