Ok, so the test account has TRAC_ADMIN privileges, right?
Did you enter an email in the preferences? (if so, try to remove it)
Which components are activated in your trac.ini?
What happens if you type in '<hostname>/agilo_pro/newticket?type=task' in your address bar?

In Admin, do you see some Agilo Administration Panels? Can you go to Agilo / General and press save once?
