This is indeed strange - and should not happen. The only way I could see 
this happening is if your scrum-master is also a team-member in which 
case he is actually allowed to take ownerships of tickets.

If that is the case, the easiest way would probably for your scrum 
master to use an account that only has the SCRUM_MASTER rights.
