You need to disable some built-in trac modules:
trac.ticket.api.ticketsystem = disabled
trac.ticket.roadmap.roadmapmodule = disabled
trac.ticket.web_ui.ticketmodule = disabled

If that doesn't help, please post your [components] section from trac.ini.
