I tried to reproduce the problem. Actually with Ubuntu's trac 0.11.1 I saw the problems you described. However when using 0.11.5, all the problems are gone because trac fixed it for 0.11.4 [1].

Ubuntu and Debian are *extremly* reluctant to upgrade their trac packages even just to 0.11.x. Ubuntu is even worse because they don't even fix security issues (Debian backported them) [2].

The Ubuntu / Python 2.6 / trac problem is known for several months now but so far the maintainers were not interested in fixing the problem (even though trac in Ubuntu barely works - wiki + ticket attachments do not work, milestones can not be closed).

Therefore I think we will deprecate usage of trac < 0.11.4 on Python 2.6. I don't understand why Ubuntu/Debian don't want to upgrade but probably it could help if some of you can just bug the maintainers a bit:
