Probably you need to deactivate the TracAccountManager EmailVerificationModule. This plugins gives users restricted rights until they have verified their email adress.

Admin --> General --> Plugins --> TracAccountManager --> EmailVerificationModule

However TEAM_MEMBER can't create bugs? I had to add AGILO_CREATE_BUG.
Now they can create them but can't re-asssign, close, resolve,
nothing. So I gave them TICKET_MODIFY.
And now they can do some things but can't re-open a ticket. So I gave
them TICKET_CREATE.

So I'm just wondering what is wrong with my default installation that
is preventing TEAM_MEMBERs doing everythign they're supposed to?
