Even though authenticated users and team members have the
ATTACHMENT_CREATE privileges, everytime they try to create a ticket
with an attachment they are presented with the following message:

ATTACHMENT_CREATE privileges are required to perform this operation on
Attachments of Ticket #xxx

Do you see this for any ticket type or just for some?
Do you use AccountManager with EmailVerification enabled?
