Not yet. Do you see the problem with a TRAC_ADMIN as well? Do you see the complete cc field? Or just this 'add <me> to cc'?
For me this works without problems. Can you please tell us a bit more about your setup? Is the problem limited to specific types? Do you have default type set? Can you add some people initially when the field is empty or when the ticket is created?
