I'm sure this have been covered somewhere but I couldn't find it
quickly.
I know that the Product Owner role automatically allows that user to
work on the product backlog but not the sprint backlog. If we've
decided to add a layer of "feature" backlog to improve our internal
workflow which spans a few departments, is there a way to:
1. Allow anyone to add to that backlog (it's like a dumping ground for
requests)
2. Only allow the product owner to manage tickets in there (assign
importance, requirements, etc.)
3. Only allow scrum master to move tickets into the product backlog
once criteria is met (test cases have been created for the feature,
specs attached if needed, etc.)
Once they have all of the necessary beginning items, then they can sit
in the product backlog and wait to be drafted into a sprint.
Our issue is that we continue to have a product owner that puts lots
of stuff into the backlog but then travels a lot and still isn't in
the habit of providing needed info - like test cases. I'd like to
prevent him from adding stuff to the backlog until we have that info
from him (or others in the company responsible for that feature)
