Trac is failing to upgrade the database during database backup, apparently it cannot find the pg_dump utility. If you have not added any valuable data to the trac instance, you should be able to upgrade without a backup by using the '--no-backup' option as described in http://trac.edgewall.org/wiki/TracUpgrade However, this is no long term solution, as for the next upgrade you probably will have valuable data in your database. You could either backup the data manually, or add the postgres command line utilities to your PATH.
