Well, the setup should work fine (we use that ourselves mostly). You could give the install documentation a spin <http://www.agile42.com/cms/pages/download-install/> >From what you say I would imagine that probably the python-path for the mod_python or wsgi-config of apache doesn't include the path where agilo was installed into.
