I can't reproduce this on my installation. Do you have your product backlog set up to include Requirements? Did you change the linking configuration -- maybe you cannot link Requirements to Stories anymore? It could also be that you have a default milestone set up (check the admin panel for Milestones, is there a default radio button checked?) -- if you have, the requirements will show up in a milestone scoped backlog only. -- Unfortunately even if you have the milestone field disabled for Requirements.
