Well the thing is I have no clue why these requirements do not show
up, the only thing I could think of was it had stories which were
already in progress and I recall there used to be a strict checkbox,
which is no longer there. Apparently that can't be related.

For me it is easy to reproduce, We filter our backlog on product. I
create a new requirement, assign business value and select a product.
I then go to the PB. The requirement is not there (even before I
filter on product).
