This seems to be an old Trac bug. The version you have installed
(0.11.3) is really old and since then, a some security issues and a lot
of bugs have been fixed. Try to upgrade to 0.11.7.
I'd like to add that updating to a newer version of trac will
definitively help. I fixed that bug in Trac 0.11 (I think it was .6 or .7).
