I'm not sure what your paths are, but for this command to work trac-admin has to be in the path. It's probably best to check if that it is, i.e. that you can execute trac-admin without any arguments. You may have to give it the full path for it to execute - however I'm not so familiar with windows, so you may need to experiment. If you used the windows installer the command should be right besides the created environment. >> 1.
