I meant more which web server you are using -- the tracd, apache, IIS? 
If you're not using Apache, obviously the mod_alias rule does not work. 
I don't know if tracd actually comes with the configurability to put 
files in the URL root. At any rate, I would recommend using Apache or 
any other WSGI-enabled web server in production. If that's not what you 
want, you may have to live with the fact that the favicon is not 
displayed in (old?) Internet Explorer versions ;-)

Have you tested this in IE7 or 8... does it display the Agilo icon 
there?
