That does not sound like Scrum at all. Team leads assign bugs to developers? Bugs should be prioritized in a bug backlog (owned by the Product Owner) and the Team should work with the PO to select off of that backlog, and then break the bugs down into tasks. There's no assignment or ownership except for the backlog and tasks.
