Well, there is for sure a plugin in trac that does this. But what you can also do is just add 'blockedBy: #<ticketid> into the description and use that. However I would also encourage you to revisit the reasons you need that as blocking of bugs by other bugs is only very rarely neccessary in scrum projects, so maybe you can find a simpler solution.
