I would like to ensure that the users on my team reference at least one valid and open trac ticket when they commit to SVN. This will ensure that they use SVN for all of their tasking. It appears that I can commit to svn without referencing any tickets, and I'd like to change that behavior, somehow. If that is possible, will a user that isn't the owner of the ticket be able to check in when referencing someone else's ticket? That is a behavior that I'm looking for, as well.
