There are different rights involved here, one is the rights of the team
members which should contain BROWSER_VIEW (see directories) and
FILE_VIEW (view files).

The last one is most likely missing in the TEAM_MEMBERS permission group
for you.

Next step would be on the lower levels to check how the svn repo is
configured - but I wouldn't think that the problem lies there.
