That seems like a generic Trac Plugin issue, so you should make sure
that the place the plugin was installed to is actually reachable and
used by the process that serves agilo.

This could differ from the path that trac-admin for example uses to see
the plugin.

Next thing to try would be to install the plugin the same way you
installed Trac itself so you know there's no difference.

If that fails, have a look at the wealth of information about installing
plugins for trac, for example starting at
<http://trac.edgewall.org/wiki/TracPlugins>
