Unfortunately, Trac's interaction with a remote SVN repository is still 
limited, see http://trac.edgewall.org/wiki/TracFaq#can-i-use-trac-with-
a-remote-subversion-repository

Since the SVN hook is executed by the host of the SVN repository (i.e., 
the Windows machine) you would need to write the hook so it interacts 
with a remote Trac/Agilo instance -- not something that works out of the 
box, but definitely not impossible :-)
