As you pointed out, Agilo 1.3 is not compatible to the development version of Trac (0.13), but it works with both 0.11.x and 0.12.x. We've added a blocker dependency in our repository already (so you can see this incompatibility running setup.py install/easy_install), and it will be part of the next release.
