Trac and Agilo can't do that out of the box. However you can try to activate the Authz plugin and use it to achieve this effect: <http://trac.edgewall.org/wiki/TracFineGrainedPermissions> (it comes with Trac 0.12 but apparently can be enabled in Trac 0.11 too.) Please note bug <http://trac.edgewall.org/ticket/8976> though. You might also have success with a Macro like this: <http://trac-hacks.org/wiki/AccessMacro> In generall, have a look at the availeable plugins for trac, most of them work without a hitch.
