I don't have any significant experience working with Agilo, but for a standard Trac install as a first step I would suggest that you turn on logging and determine whether the plugin is loading properly. 1. Set logging level to debug: http://trac.edgewall.org/wiki/TracLogging 2. Restart tracd or your web server. 3. Inspect the section of the logs where the Components are loaded.
