Proposal: Compensate for vacant offices and speaker as an office
Amend Rule 1006 (Offices) by replacing this text:
If an officer fails to satisfy a Timing Order to perform a
certain official duty, than the player who executed the order
may perform the duty as if e were the officer.
with this text:
If a Timing Order directed at an office is not satisfied on time,
or if the office is vacant, then the player who executed the order
may perform the duty as if e held that office.
