I intend with the majority consent of the farmers to make the
following changes to the AAA agreement:

The Federal Subsidy is an integer value. At the end of any week in
which the AAA contract awarded no points the Federal Subsidy is
incremented by 1. At the end of any week in which the AAA contract
award half or more (but not all) of the points it could possibly award
during that week the Federal Subsidy is decremented by 1. At the end
of any week in which the AAA contract awarded all the points it could
possibly award during that week the Federal Subsidy is decremented by
2.
A Farmer who owns fewer lands than the Federal Subsidy may 'request
subsidization' by announcement. As soon as possible after such an
announcement the SoA shall create a random type of land and a Water
Rights Voucher in the possession of that Farmer.
