Create a rule titled "The Repeal-o-Matic" with this text:
The Anarchist is an office; its holder is responsible for
proposing the repeal of rules.
The Anarchist's weekly duties include the performance of the
following tasks, in order:
a) Randomly select exactly five distinct rules.
b) For one to three of these rules, submit a proposal, with
adoption index equal to the Power of the rule, and
interest index 0, to repeal the rule.
Proposal: Stop letting the Mad Scientist double-dip
Amend Rule 2192 (The Mad Scientist) by removing this text:
This proposal counts as the Mad Scientist's weekly report
if/when it is adopted.
