document (even if it is labeled as such) except as allowed
by the rules.
Amend Rule 2230 (Notices of Violation) by replacing "MAY publish" with
"CAN publish".
Amend Rule 911 (Appeal Cases) by replacing "may publish" with "CAN
publish".
