An elected office is an office described as such by the rule
defining it. All others are imposed.
Proposal: II (AI=2, Distributable via fee)
Amend Rule 869 by removing this paragraph:
A first-class person CAN (unless explicitly forbidden or
prevented by the rules) register by publishing a message that
indicates reasonably clearly and reasonably unambiguously that e
intends to become a player at that time.
Proposal: III (AI=3, Distributable via fee)
Create a new Power-3 Rule, entitled "Proscription List":
There is a Proscription List of rules, initially empty. Any
person CAN add a rule to the Proscription List by announcement.
Any person CAN cause this rule to repeal a specified rule in the
Proscription List by announcement, unless e is the person who
added it to the List.
