If an Adoption Index is removed, all kinds of odd things happen.  For
example, by R2196, it would no longer have any available options.
It's not clear it's possible to do this, and the circumstances under 
which it might happen are sufficiently removed from the current ruleset 
such that it's tempting to say UNDETERMINED or IRRELEVANT.  However, 
semantically, it's most reasonable to state that setting an adoption index 
to null/no adoption index is in fact a change; and more generally it's 
worth stating as a precedent that removing a property from an entity does 
in fact count as a "change" of the property for that entity (it might
be possible to make a vague case for this under the last paragraph of
R1586, but it's tenuous so this is just a judgement call on my part,
where the rules are silent).  FALSE.

Indeed, since the adoption of Proposal 6926 adopted this text:
        Each Player is always Noisy, Quiet, or Silent, but never more
        than one of these.  Whenever a Player posts to a Public Forum,
        or a new Player registers, that Player is Noisy.
there was no boot-up procedure, so there's no clear guidance on the
status of players who have not performed one of the above actions.  
While "noisy" is listed first, the most reasonable default term to apply 
to someone who has not posted is Quiet.  So anyone who has not become 
noisy since the rule is adopted is either Quiet or (as two weeks have 
passed) Silent.  FALSE.

"Reading" implies some comprehension.  A non-Russian speaker could 
reasonably transliterate a list of names in Russian alphabet and numbers
beside them.  However, that page in particular contains a lot of text 
that isn't clear to the non-Russian speaker (presumably describing the
use of the directory) and very few phone numbers, so it in itself is not 
sufficient (a link further into this source might be better).  But for
this particular exact page, UNDETERMINED (depending on your comprehension 
of Russian).
