I submit the following proposal:
{{ Decision Decisions (AI 3)
[ This allows decisions to define their own outcomes, sets the
eligible voters on a decision to be the active first-class players
expect where the rules say otherwise, and removes some superfluous
sections defining voting limits as 1 although they would be anyway
without them. I've checked and none of this clashes with omd's
Soles/Souls proposals. ]
Amend Rule 955 (Determining the Will of Agora) by inserting the
following after paragraph (b) and replacing the second "(c)" with
"(d)".
(c) If other rules attempt to define a method for determining
the outcome of a particular type of decision, then this
method is used.
Amend Rule 1367 (Degrees) by removing ", rules to the contrary
notwithstanding," and setting its power to 1.
Amend Rule 693 (Agoran Decisions) by appending
The eligible voters on an Agoran Decision are generally the
first-class players who are active when the decision is
initiated, expect where the rules say otherwise.
Amend Rule 2154 (Election Procedure) by removing
2) The eligible voters are the active first-class players.
3) Each eligible voter's voting limit is one.
and by replacing "4)" with "2)".
Amend Rule 1950 (Voting on Democratic Decisions) by removing

that were active first-class players at the start of its voting
period. The voting limit of each eligible voter on a democratic
decision is one.
Amend Rule 1367 (Degrees) by removing
