1) Come up with a naming scheme for some arbitrary number of assets.
(Ideas: "Hydrogen", "Helium", "Lithium", etc; or "rocks named 'bob'",
"rocks named 'steve'", "rocks named 'alice'", etc)
2) Create a contract defining those assets, and name yourself as
recordkeeper for all of them (either directly or via offices).
3) Get a patsy to agree to the contract, giving it power. (Use whatever
incentive you like to get your patsy)
4) As recordkeeper for an asset, you now have a weekly duty to publish a
report to track those assets.
5) Publish reports for each of those assets, and claim 5 coins in reward
for each and every one of them.
6) rip economy
My personal recommendation would be to create 200 such assets to give
you 1000 coins per week which lets you buy a win with no other
consequences, but you can create as many as you like and use the coins
on, well, whatever you wish. (Just don't forget to publish your reports
for a week or the referee will bury you in blots)

"Offices can only exist as long as they are defined by a rule."
Amend the phrase "Publishing a duty-fulfilling report" in Rule 2496
("Rewards") to the following:
"Publishing a report fulfilling the weekly or monthly duties of an office"
}
It's a little unwieldy, but I guess that's why I don't write the rules
very often. Should work at least to ensure that contracts can't create
arbitrary reports that people can be paid for, which closes this loophole.
