To satisfy the "The Herald SHOULD coordinate the peer-review process and the rewarding of the degree", I invite commentary including suggestions on appropriate Degrees for this, if any, to be provided in a timely fashion. I'll do my best to give comments myself. Then if there is any commentary, I'd invite CuddleBeam's response. Once that opportunity has been given, I'll start a 2 Agoran Consent process (or two processes). Of course, players are free to start a Consent process themselves but I'll personally keep to the SHOULD.
To start, a process question for people in general: Does this meet the "original" criterion in R1367, as it was clearly written for another purpose? (I'm not sure I have an opinion on that yet so I'm interested in what people think.
