BUS: [ADoP] Election voting opens

I initiate an Agoran decision to select the winner of the Referee
election.

I initiate an Agoran decision to select the winner of the Registrar
election.

For each of these:

  * The Vote Collector is the ADoP (me).

  * The valid options are the candidates (through the end of the
    voting period; thus far, Alexis and twg for Referee, Falsifian
    and Gaelan for Registrar).

  * The voting method is instant runoff.

  * Quorum is 7 (based on Proposal 8305 or 8307, depending on how
    Rule 879 is interpreted; each had 11 voters).
